A mechanical excavator arrives at the construction site, its tracks still loaded with soil and seeds from another site. Within a few weeks, an exotic plant colonises the footprint, spreads to the embankments, then to neighbouring habitats. A minor non-compliance turns into a lasting liability, expensive to address and slow to resolve. Invasive alien species are among the leading causes of biodiversity loss, and the construction site is a prime vector. This article explains how to prevent them at source, which clauses to include in EPC contracts, and how to build a management plan and control protocols that lenders will accept.

The construction site, an underestimated entry point

An invasive alien species is a species introduced outside its natural range, which establishes itself, proliferates and harms ecosystems, local species or human uses. The risk is not theoretical. On an infrastructure project, it materialises through very concrete entry pathways.

The first pathway is earth movement. Imported topsoil, fill material, aggregate stockpiles and mulch transport viable seeds and root fragments. A single poorly controlled stockpile is enough to create a source.

The second pathway is equipment. Machinery, lorries, formwork and pallets often arrive with mud, plant debris and seeds attached. Each rotation between two sites moves an invisible inoculum.

The third pathway relates to the project itself. Poorly conceived revegetation introduces ornamental or forage species with strong colonising power. Temporary ponds, drainage ditches and temporary wetlands open the door to aquatic invasives. On port and river construction sites, ballast water and hulls add a maritime vector.

These pathways combine with the dynamics of the construction site. Earthworks lay the soil bare, remove competing cover and create disturbed environments that invasives colonise first. The construction site therefore produces both the vector and the receptor environment. This is why this risk must be addressed from the studies phase, in the same way as the otherbiodiversity issues of an infrastructure project.

What PS6 expects on invasive species

IFC PS6 devotes a dedicated section to the management of invasive alien species. It establishes a clear hierarchy, which prioritises prevention over treatment.

The first principle is the prohibition of high-risk introductions. The standard stipulates that the client "will not intentionally introduce any alien species with a high risk of invasive behaviour", irrespective of any national regulatory authorisation (IFC, Performance Standard 6, section Management of invasive alien species). Any intentional introduction of an alien species must also be subject to an assessment of the risk of invasive behaviour.

The second principle targets accidental introductions. PS6 requires the implementation of measures to "prevent accidental or unintentional introductions", including the transport of substrates and vectors such as soil, ballast and plant materials that may harbour alien species (IFC, Performance Standard 6). It is this requirement that directly underpins construction site biosecurity.

The third principle concerns species already present. Where an invasive alien species is established in the country or region, the client must ensure it is not spread to areas still free of it, and eradicate it as far as possible from natural habitats under its management. Guidance Note GN6 recalls the economic logic of this hierarchy. An invasive species detected early can be treated at low cost. An established invasive species becomes a permanent management item, sometimes impossible to eliminate. Prevention is not a precautionary comfort measure; it is the only genuinely cost-effective lever.

Preventing at source: construction site biosecurity

Construction site biosecurity is the set of measures that prevent the entry, establishment and exit of undesirable species. It rests on three actions that are simple to state, demanding to uphold.

The first action is the control of incoming materials. Topsoil, fill and mulch come from identified and controlled sources. Local borrow pits that have been inspected are favoured, suspect sources are rejected, and the origin of each batch is documented. A contaminated stockpile is treated before use, never after spreading.

The second action is the cleaning of equipment. A washdown area at the entrance and exit of the site removes mud, seeds and plant debris from tracks, buckets and chassis. The biosecurity principle rests on two actions: arrive clean and leave clean. Washdown water is settled to avoid displacing the problem downstream.

The third action is revegetation. Embankments, restored footprints and landscaped areas use adapted local species, drawn from lists validated by the project ecologist. Ornamental or forage species known for their aggressiveness are banned, even when they are cheap and easy to establish. A dense local cover also limits the bare ground where invasive species establish.

Embed the requirement in the EPC contract

Biosecurity only holds if it is contractual. A verbal instruction disappears at the first crew rotation. The requirement must therefore appear in the contract of the company carrying out construction, and cascade down to its sub-contractors.

The EPC contract requires the production of an invasive alien species management plan before any earthworks begin. It makes the work order conditional on the effective establishment of washing areas and inspection procedures. It specifies the authorised sources for soil and materials, and prohibits at-risk species in revegetation.

The contract also addresses liability. An introduction attributable to a failure by the company remains at its cost, including the cost of control and restoration. This liability clause changes behaviour more reliably than an instruction. It aligns with the general logic of a management system that operates throughout the duration of the works.

A standard clause remains brief and verifiable. It may be worded as follows. The contractor shall establish and implement a biosecurity plan compliant with PS6, subject to approval before works. It shall source earthen materials from inspected suppliers and maintain an origin register. It shall install and operate cleaning areas at the site entrance and exit. It shall use only species appearing on the validated list for revegetation. It shall bear the cost of control and restoration of any introduction attributable to it. Each of these obligations is measurable, and therefore enforceable in site meetings.

Monitor, detect early, control

Prevention does not eliminate residual risk. An invasive alien species management plan organises early detection and rapid response, the only effective strategy once works are under way.

Monitoring is based on a baseline. During studies, invasive species already present in the area and species to be monitored as a priority are identified. This baseline is articulated with thebaseline biodiversity inventories conducted over several seasons, which establish the reference point. Without a baseline, one cannot distinguish a new species from an already established species.

Detection relies on regular surveys along rights-of-way, access tracks, storage areas and water points, where invasive species appear first. Each outbreak is mapped, dated and reported without delay. The rule is simple: the smaller an infestation, the easier it is to eliminate.

Control mobilises proportionate methods. Manual removal and mowing before seed dispersal are often sufficient for young outbreaks. More intensive interventions are reserved for established infestations, with caution around sensitive habitats and water points. Every intervention is recorded, then monitored, because an invasive species regrows as long as a single root or seed bank remains. The plan therefore provides for multi-year monitoring, including after completion of the works.
